Questions about Keys.bin and Base.php and more.

Hey there, I was searching through the internet just to have a look at popstation until I came across a certain program called AutoPopstation4, I'm not to sure what it is, but it also comes with Base.php and Keys.bin, these two files were decribed as legal, would these work the same and install the same as Hot shots golf 2? If not could you take a few moments explaining how to set up or advice?
