i'm afraid the better way is to compile the tool
chain yourself
if you 're interest
binutils-2.12
gcc-3.4.6
newlib-1.14.0( just in case)
i do on *nix but it would work on migwin
or you can also use live system
why is it better?
it's GPL software they always update
therefore you don't have to wait precompiled Rx
you will also able to create kernel, make linux port
( uclibc or newlib needed for this case)
r3 installs the compiler, kos, and other libs, all you now is to look through some examples included so you can get a feel for kos and you are good.
it's would be interrest to write shaders for kos
however i'm stick with vertex vertex buffer object
