PS Vita: Hello World for the Firmware 2.60

Sony released this brand new firmware some hours ago, but we're able to run a simple hello world on it, as if this werent a new firmware. This hello world is the first step to a half byte loader, which is able to load homebrews (like emulators) at your PS Vita, even at the most recent firmware 2.60.
