Wii Shop Channel - Region Lock, Proxies?

Maybe the title's a little misleading, but I'm not sure how to summarize this.

Could we use a proxy or DNS server to redirect the channel's browser to the Japanese shop, like we did with the Wipeout Pure Browser on PSP?

Has anyone tried this? I know the VC games are locked to the console they're downloaded to, but does the shop do a region check outside of the UserAgent string?
