gps state = -1 or 0 "no satellite fixed"

gps: psp-290
FW: 3.03 oec
prx from 2.71 and 3.03
mapviewer and mapvier % in game 303
set to kenel 3.03

I have no problem using mapviewer (sky blue background), but i can't get any satellite when i operated psp290 test. On the green screen, it shows gps state=-1 and location 0. and When I press X button to start, gps state changes to 0. I have two questions. Is the location matter to get more satellites? (I'm living in VA, US) 2. I saw everyone has gps state=3, how can i get that? please reply. Thank you.:)
