Here is a new release of the CPS3 Emulator for Windows by ElSemi.
Pasted from the readme:
New features emulated:
-Palette fade in/out
-Sean stage special tile compression
-Proper sprite/tilemap alignment
-Proper priority handling
-Added savestate support
-Added custom screen resolution
The CPS3 emulation is almost complete. Only the shadow/blending
emulation is missing. There is a preliminary emulation for it
that works partially with the shadows, but is not correct in some
other places.

Ok... V1.0 of the CPS3 emulator is now out.

It has an options tab under 'Emulator'. It doesn't seem to be available. What gives? It says on the Nebula website that this is the final version, so.... I'm without a clue.

I think that options tab is a holdover from Nebula, its present but non functional in the model emulator as well, you may notice the Gui's are very similar so it appears ElSemi just used the familiar Nebula layout & Gui when making the others
