Help Making a Busy Signal

Could someone please explain the order in which images are shown when making a busy signal. Does it scan the left row top to bottom, and then the right row top to bottom? Thanks in advance to whom ever can shed a little light on the subject. :)

If i were you i'd just replace both rows. I was working on a vista one but it just didnt turn out that good. Also i think it goes top to bottom

Its the busy signal that you see at the bottom right corner

Oh yeah, for the psp.
I thought that was morse code or something for making a telephone busy signal, loooool.

Lol whn i first read that i thought the same thing, but i saw the images, that one looks alot like the original sony one.

Yeah, I think he was just going to replace or slightly edit the sprites.
What is the best way to combine these sprites, one by one is too damn grueling.

I think it goes
Left
Right
(down a row)
Left
Right
(down a row)
etc.
