PS3 PAL and NTSC compatibility

With all the firmware updates, it is finally the time to nail down the compatibility?

Does NTSC PS3 have ability to play back region 0 PAL DVD?

Does PAL PS3 have the ability to play back region 0 NTSC DVD?

Is it true only Hong Kong PS3 (NTSC) can play back PAL region 0 DVD?

Is it true all PAL PS3 can play back region 0 NTSC DVD?

All PS3's can play region 0 as region 0 means region free...
Correct me if I'm wrong...
