Download the full version of the program and run it, you get two images of explaining what you need to downgrade and then it asks whether you want to downgrade. If you click no, it will just quit. Easiest way to downgrade! Thank you all!
I went out and bought a used copy of Grand Theft Auto: Liberty City Stories and it worked flawlessly! I am lucky that it was the unpatched US version.
Thank you to everybody on the homebrew scene, the PSP it seeing the whole $300 worth now, especially with the DevHook program!
I used the full version from psp-hacks with no problem. Where is the official site for the Easy Downgrader?

i got the full version from psp hacks but that wants to downgrade my psp to 1.0 and when i try and load the downgrader from the ms it says its corrupted data. i have fw v2.60 (EU Version). im guessing i have to use the light version and get an eu 1.5 eboot from somwhere, can someone link me to one please.

They have a FULL version of the easy downgrader!!!

I downgraded my 2nd PSP using the full install and it works great, just make sure you dont have the wrong motherboard and your set.

I guess that all new PSPs that are out there now come with the TA-082 motherboard. I guess the homebrew scene will stay limited now, unless a workaround is found for new users. I am now even more glad that I dumped $300 after a couple months, right before the price drop.

does it say ic1003 in the top right of your umd tray? if it does you cant downgrade

From what I know, unfortunately yes. Did you get your PSP recently? I think all new PSPs are protected against this downgrader. Sony has found a way to prevent the homebrew scene from getting out of hand, I guess... or did they?
