I'm running into the same problem, and it sounds like the problem stems from our not using official Sony Pro Duo memory sticks (ie: SanDisk like in my case)
If you are in fact using a sony pro duo, then I have no idea, heh...

That's not the problem armystrong, it's becuase you have to show where the msipl.bin is. Such as D:\msipl.bin and not just msipl.bin.
Also this doesn't work on my PSP. It get the the recovery but when I press X to refortmat nothing happens, I believe it is because this doesn't work on psps that have no Flash0. This does not work "On any psp" it clearly states in the readme that psps that don't have the IDStorage on there psp anymore can not be recovered (Such as mine)
On qj someone has said that it is possible to return your jigkick back to normal. I'll paste the steps from there.
- Take the battery out
- Plug in the AC adapter
- Turn on the PSP
- Put the battery in
- Load the battery changer
- Hit the button for "change it to a normal battery"
i just copied the msipl to the msinst directory (and left a copy in the root directory) ran the same command line, and it worked
