Jpcsp - New PSP emulator for Windows announced

Hmm I'll have to see how this turns out, but honestly I believe it may be a lost cause. I'd like to be proven wrong though.

Obviously you haven't. If you had, you would know that Java can run on any Java virtual machine (JVM) regardless of computer architecture.

That'd only be true if every OS automatically came with a JVM which is obviously not the case.
