You're right, it's homebrew. Which means he made it himself, and can do with it what he pleases.
If he wants to get traffic on his site, good for him. If he wants to keep it off of "certain sites", then that's his prerogative. If he wants to ensure that his project isn't played off to be the work of someone else, more power to him.
I feel like homebrew sites such as this should have the users download from the author's site more often anyway. It gives them traffic (helps with hosting), helps them keep track of downloads (popularity) and gives them more comments in a place they know to look (in their blogs).
It'd bring more attention off the files, and put it somewhere more deserving... On the authors.
