Shenmue [series] - There is no match for this game. Not on Dreamcast, and not on any of the current platforms.
This game alone ran the SEGA budget into the ground. It had higher production values than any other game ever made and it was insanely ambitious.

Personally, I dig Virtual On: Oratorio Tangram. I still need to have someone import me a second set of twinsticks, too.
This is my first post..I forgot I signed up for an account here :P Hmm as for best Dreamcast game of all time I'd have to say the Shenmue series also, coming in at a close second would be Phantasy Star Online.
