Nobuo Uematsu AKA "God of video game music"
Actual in-game music: Shenmue and Katamari Damacy
OST Music: Chrono Trigger and Shenmue (Symphonic)
I rather enjoy most game music written by Koji Kondo or Nobuo Uematsu, which covers quite a few bases (Zelda games, Mario games, Final Fantasy 1-10, Chrono Trigger/Cross, etc.).
Some other soundtracks I enjoy are the Okami, Metroid Prime, Jet Set Radio, Katamari Damacy, and Banjo-Kazooie soundtracks, as well as music from the Command & Conquer series (especially Red Alert 3).
Best single game Castlevania 3.
The composer The Fat Man often turned out tracks that where golden.

Second, I would choose Shadow Of The Colossus. I listen to the OST all the time as
a custom soundtrack on the 360. Fits so many moments.
The absolute best music on a video game ever without a doubt, was the tunes from "Y's, The vannished omens" released in 1988 for SMS, TGCD, and MSX (and in japan, for NES)
There is a lot of good game music. I'll try to write down some of the best according to me.
Sonic 2 [Boss Theme]
Hitman series
Golden sun series
Final fantasy series [especially FF7]
Doom 1 [almost every song]
Megaman [mostly the boss themes]
Sorry but i can't remember anymore right now.
But game music is really good sometimes.

Super Mario Brothers always brings me back. And though I own a ps3 I have to say the Halo 3's classical rock is very nice.
