1. Thats true, but with commitment and good tools for a platform Homebrew can do anything. Its all upto the people to release the right tools to be modifing the files inside, and porting the tools to Dreamcast.
2. Of course the proccesor is better, but many devs said that Dreamcast games that take advantage of the system will not run on a PS2 without lowering the quality, greatly. We can see this in ma cross platform ports which were Dreamcast exclusives, they always get pwned for bad framerates, excesive glitching etc. Your probably going to say it happens with all games, which is true but PC games ported to the Dreamcast were praised for having good graphics and a great framerates, except for a certain few.
GTA3 could've been possible, but for it to look anything like the PS2's version I think it would have had to be on 2 disks

I don't know if this is considered legal or not, so stop me if it isn't. I know there is a mod of Half-Life for the DC floating around out there. Could someone just make a GTA mod for Headhunter?
No. The Half-Life image was the commercial game developed for Dreamcast, but it was cancelled.
Yes, Half-Life was never relaesed officially, and the leaked copy is Half-life gold which includes Blue Shift. However, a group of people actually made a mod to this game called "half-life opposing forces" which contains 2 more homebrew expansions and a ton of homemade maps and overall was done very very well (graphics are probably the best the DC will see and the save bug was even fixed). I could give a link but it would blatantly be to a warez site, so i will just not. Which brings me to the fact that i found out it IS INDEED illegal anyway, so I should probably just stop here.
However, would the Headhunter mod be legal in any way since it was actually released, and not stolen and leaked? Or is it basically the same concept? I feel that the driving around in this game is faster than in GTA games (except san andreas) and some of the details are more interesting (while some do suck more i guess as well). I think a very nice mod could be made to this game after seeing that Half-life mod.
