Emulators are not illegal and neither is a downgrader.

emulators use ISOs. and the DOWNDATER folder is illegal, at least according to my research.

emulators use ROMs, which are legal if you own the game. the DOWNDATER folder is legal if you do it locally and dont dowload it from the web. thats just the way it is.

Note that they are LEGAL. Emulators for the PSP can use these ROMS. How is this illegal?
