the cool thing is that the original command and conquer is freeware too :)
will this be compatible with the dreamcast controller, or keyboard & mouse only?

That's great news!
There's only one problem that I can think of, how are you going to get all the C&C data on one CDR?, it's been a long, long time since I played the original game, maybe ditching the audio (or maybe compression of some sorts) would work.
the first C&C came on 2 discs (cd), one GDI the other NOD. i'm sure there would be enough room
