GmDude66 from pspupdates has managed to fully decrypt firmware 2.80. Below is a changelog of files that were added/changed. And yes, 2.80 uses the same encryption key as 2.70 did.

Please note 2.80 has yet to be emulated with DevHook - this is just the first step - a decrypted copy of ‘reboot.bin’ is still required.
Attached is a revised version of BOOSTER’s DevHook Firmware installer:
copy the contents of this zip archive to “ms0:/PSP/GAME”
extract “DATA.PSAR” from the 2.80 EBOOT update [using PBP Unpacker] and copy it to the root of your memory stick (ms0:/)
run this app.
The result: a 2.80 dump in “ms0:/dh/280″
