That really sucks, does Sony really think this will help stop piracy and stuff? I mean how many people would have actually bought a PSP if they could not run Homebrew?

Maybe it comes shipped with 2.8 and doesn't recognize any older firmware, so a no go with downgrades. If you brick it trying to do so, maybe it has a memory footprint so that if you send it to Sony, they can see exactly what you tried to do and deny you a waranty replacement.
