From what i understand it uses the tiff exploit to run this exploit. So unless a usermode exploit exist for 2.82 you wont be able to use this exploit (note the usermode exploit does not have to be tiff it can be a newly discovered exploit). But thats assuming that even if a usermode exploit is around sony never blocked the exploit Ookm is using (the one just discovered by Team C+D). Anything is possible.

it will but you will only be able to downgrade to 2.5, 2.6. 2.71 not 1.5

No, TA-082s cannot be downgraded. But I imagine that a Dev Hook for 2.8 won't be hard. And that's close to being able to downgrade to 1.5.
