What happens if your firmware came as a 2.5 already? Mine was a 2.5 brand new!!! And I can play homebrew on 2.8, since I updated. Does that mean a 2.5 can't be downgraded to a 1.5? If thats the case then, does that mean no illegal piracy for me?

THANKYOU!!! I have been waiting so long for this day but i will not be trying this until the downgrader has developed a bit more as i cannot afford a new one if this bricks, but thanks to all involved!

Why would this asswipe release something to the public if it has a chance at bricking people's psp? Why wouldn't the creator just wait for a stable release to release to the public. i think this is fake

It was released so that people could downgrade (you also have to follow the directions carefully, like always). It's in it's early stages and gets the job done quick and dirty, if anything messes up, it's on you for not following the directions.

0okm is incredibly talented and respected and wouldn't do anything to kill peoples systems intentionally. Stable or not, it works.

If your PSP came installed with 2.50 like mine did, you could just have upgraded to 2.71 then run the easy downgrader, as you appear to be on 2.80 you will have to see what happens with this downgrader.
As to your other question, there are several reasons for wanting to downgrade, such as Devhook, which allows you to emulate a HIGHER firmware so you can play newer UMD games, or others like IRShell that has multi functionallity, also there are advantages with custom firmware such as custom fonts, game boots and many more, I personally enjoy listening to my music whilst surfing the web, something that is not possible with sony's limited firmware.
If all you want to downgrade for is to play pirate games I sugest you go to another forum, UMD pirates are not welcome here.
