umdgen is your best bet, though im not sure if it can open .cso files you may need to convert it back to .iso.
cant test it for you unfort im not on my home pc atm.

this might sound like a stupid question
but what program would i need to use to make a display picture for cso games that have not got one ???????
i like my psp menu to look good
