Console wise, I hear that the Dreamcast and Xbox are fairly powerful consoles when it comes down to emulation. Handheld-wise, it has got to be the PSP hands down.

Id have to the Dreamcast consoles Neo 4all emulator. That emulator was and still is amazing. But if it wasnt for Ian Michael and other coders who made the very first Neo Geo CD emulator for the Dreamcast Neo4all wouldnt be around today. When Ian Michael first released the Neo Geo CD emulator for Dreamcast it amazed the scene. Most emulators that play pretty much like it SNES,Sega Genesis couldnt play near perfectly as the Neo Geo CD on Dreamcast. I do like many emulators they all do a fine job but for a system that has so many limitations the Neo Geo CD for Dreamcast is by far the best thing ever made.
