I was always a fan of the Irrlicht engine.
I was playing around with Irrlicht Engine (1.4), and i noticed a lot of things that are DC Compatable:
-Gouraud Shading
-Lighting
-OpenGL
-Particles
-and a couple other things
Things that may not be supported:
-Shadows. They are done by Stencil Buffers
-Shaders (NOT SUPPORTED by DC GPU!)
-SDL (Heard it was slow :P, 200MHZ of power won't Help!)
Someone with a BBA or something should try this, i have no clue myself how to do it, but would be very good!

it's a bit easier than DirectX for Windows Development, Can't Say OpenGL because i never tried it :P
Over the summer, i might try it :P i don't have a lot of time, so might be Open Source (google-code)
I Do like the fact that OpenGL is portable. and Irrlicht should work with OpenGL + 640x480 on an 8MB Card.
may use an older version. dunno yet, still an IIP (Idea in Progress xP)
