HAHA what are you on? (all though it would be cool:P... but I'm only saying that because it has compatibility with QuArK level editor.) basically, if you see bump mapping or refracting in a game, forget about trying to port it :P

Well, technically it COULD be lowered to a point the PSP could play it, but that means extra work which means extra probability no one will work on it. The less work it takes to port, the more likely you are to see it. That's why there's still no port of Q3 on the Slim.
