USB Mini-5 to SERIAL

I found this cable lying around in a box in my house. Is their anything I can do with it? It can plug into the top of the PSP and then connect to a PC through the Serial Port.

I once read about a similar idea, except the non-USB end would be a composite TV input. But apparently anything sent through via USB is automatically 'wrapped' by the PSP and 'unwrapped' by the computer (I'm not good at explaining things). This rules out a TV input, but I don't know if it rules out a serial input.
