Is there any Pokemon TCG homebrew on DS/DSi?

Do you mean the game, or the card game? If the prior, then yes. Download Lameboy (http://lameboy.nutki.com/), and then put it and the Pokemon TCG game ROM (.gbc file) onto the root of your card, and select it when you run the Lameboy program.

If you're talking about playing the actual card game, then have fun finding someone to make that.
