please some help putting rom files on Neocdpsp v0.8

I got the neocdpsp v0.8 ready install in my psp i'm not sure if i am putting the rom file correctly i took the rom file there were two folder neocd and neocd % and i placed it inside the folder neocd folder i extract the zip file inside the folder the neocd folder when i start the emulator it tells me found neocd directory launch? then is said fatal error: could not load neo.bin then i try again and it tells me failed allocation PRG memory what i'm i doing wrong why is this happening?

Besides the fact that I cant read that:
A) There are no ROM files for the NeoGeoCD emulator, you need to extract all the files from the game CD image
B) You need the bios file (neogeo.bin)
