DrMDX by Reesy fpr GP2X is in my opinion the best Megadrive/Genesis Emulator for any system, be it handheld or console.

I don't have a GP2X so I'd have to say the XBOX emulator by XPort. It has CPU hacks so you don't have choppyness in games that usually slow down.
Again, has to be Picodrive for the PSP.
...Just need some 32x support now.
NeoGenesis v23 supports Genesis, Sega CD, and 32X. All run at fullspeed. Furthermore, it supports certain games that are usually considered too big to be Genesis roms (like Ultimate Mortal Kombat Trilogy).
Picodrive by Notaz for the GP2X is easily the best. Runs all games full speed at less than 200Mhz. Also runs Virtua Racer. No other Megadrive emulator can do that.

Considering the limitations on consoles, the two best I tested so far are the Xbox version of zSNES and SNESstation for PS2.
Emulation_Chief we are talking about SEGA GENESIS emulators for consoles or handhelds NOT SUPER NINTENDO!!!!
So with keeping it on the question at hand I have only played on a console system the hacked smash pack on Sega Dreamcast. Although the sound if off a little it plays quite well. On a handheld I have played jEnesisDS on the NDS and a Palm Pilot Genesis emulator and I must say the Palm Pilot one sucks big time and the NDS plays some games well and others not so well. So with that said the Dreamcast has the best Genesis emulator I have played. Although the PC plays Genesis even better than the consoles!
Probably the Wii Genesis emulator for me. It even runs Virtua Racing quite well.
Xbox, Wii, and PSP all have exceptional genesis emulators.
