I think both is the best choice, but if it's gonna be ported, it would probably be ported to PSP because it doesn't seem like there's all that much interest in the Dreamcast anymore
And that portable Dreamcast is very cool, they guy says he wants $350 for them

Back on topic. As I've said. a game cannot used without an engine. With the lack of engine source and thus free engine binaries, this is as of right now an impossible task for free distrobution.
