can I or not.

If not is there a way to downgrade it to V1.5

Not sure if this is what you mean but...
if you're trying to download from the psp instead of a computer , you have to rename the saveas.
It will save under the COMMON folder, download.php <-- but rename that before you save to whatever.zip
