dynamically loaded library of games and movies on a dvr disc

my cousins step-brother gave me a bunch of dvdrs that have dynamically loaded games and movies for transfer to the psp. however, my computer can't read it and doesn't know what to use to open them. is there a program i need to download in order to transfer the files to my psp? my computer is old and can't play dvds- could that be the problem?
