Kernel mode is another option to run software under, on your PSP (somewhat like on Windows XP, your allowed to run under a User, (akin to User mode on PSP) and Admin, or debug mode (akin to Kernel mode)

but in short, Kernel mode allows for programs to use any and all resources and abilitys on the PSP (such as the Media Engine coprocessor, and the ability to run unsigned code

well, there was a Kernel access glitch found for 2.5-2.6 a few weeks ago, it is possible to use it, but it was only exploited to create the downgrader
