From what I've seen so far in Sony's firmware updates, as well as other application versions, numbering goes like this:
+ .01 = minor "under the hood" update such as security exploit fix
+ .10 = a few addons such as a new playable media format, etc.
+ .50 = huge update like the one from 1.50 to 2.00, or the difference between 2.00 and 2.50
Sony would not skip a milestone number like 3.00. That just isn't done.
