The first idea has been tried with no success numerous times and the second one wouldnt work because after you download the update it is just like a shortcut to acctually browsing all the way to the eboot on the memory stick.

The first one would be to create a loader or downgrader or whatever as a homebrew that we could share using the " share game option " on the psp, the psp might not check that's it's signed or not because it has been already launched on the other PSP
The second thing is that when you select "check for updates" on the psp and that you download an update the psp doesnt check the firmware you are running when the psp asks you " Update now? ", someone could try to create a spoof web adress or whatever where the PSP would check for an update and then we could downgrade(theory)

the first option has been tested several times, but the PSP does check to make sure its a valid PSP game image that gets transfered. I heard that they have swapped the game-sharing games from one PSP game to another and it still worked, so while it must be a vaid PSP game-sharing game it does not need to be the one that goes with the game.
and yeah, the second one is just like downloading the Update eboot and putting it on your PSP like you would normally.
