What you need to do is create .bmp files that are a certain size. I think its 240x170. Then download pspersonalize, and this will have instructions on how to flash the .bmp files to the PSP. Try not to use high res backgrounds or your icons can start to look funny

Or you could use Wab's skinchanger for that, it allows bigger resolutions as pspersonalize
