now before i start it using the eloader, i have the unzipped dump file in a new folder called DOWNDATER which is in root folder of psp, is everything set to go?

yes, i ran the DOWNDATATEST thing, and the memory card light flashed for a few seconds, like it said it would, then i got disc could not read

oh wait, on the post about downgrader it says you might get this message, it says i should take out battery and reboot
