In fact, acn010 hasn't even mentioned what modelling package is used. MDL7 can be exported from a variety of different modelling packages.

program used :3D GameStudio
used "level editor" for simple structure
used "model editor" more detail structure arquing, etc.
used photoshop transfering the exskeleton image for editing.
