Looking for ip.bin tool called: "Dynaint" will pay $50 asap via paypal

I'm in desparate need of this tool/program called: Dynaint

It's a tool that can load IP.BIN on PC side for use to preview the Logo color & position. This when you want to add your custom logo on sega license screen.

I'm straight up willing to pay $50 paypal immediately to anyone that can get me this tool . I've searced all around but no luck

I'm reasonably sure that the program you're looking for is actually part of the old Dreamcast emulator Dreamer, specifically version 0.00001 of it (which contains the dynaint.exe program you're looking for -- at least it matches what's in the pictures on the page you linked to).
