Not sure what you mean by that... It IS a video, but its LocoRoco (a PSP game) running on a Nintendo DS...

HOWEVER
I do own LocoRoco, and it does not look like that. I noticed the Moja Corp enemy (the black thing) has a block-like white pattern around it. Also when it dies on PSP, it explodes, but this one just dissapears. Also, those red things to not stay above ground, they only appear if you are on them. Also, The LocoRoco's mouth is stuck open, but on PSP it is not. And of course, you have to tilt the screen to move the LocoRoco, but on this, you are dragging it with the stylus.

It is completly possible that this is a homebrew game or something, but it could also be an edited video. We can't really know from that video...
