you know, im prety sure this has already been sugested like a million times before, and something about the PSP isnt powerful enough has always been the reason why there isnt one

mega cd (Saga cd in USA) Emulator for the PSP
Why con't you make a mega cd emulator for the psp so i can run sonic cd rom on my psp and make a sega 32x emulator for the psp
