Somehow I doubt that Nintendo would have made the virtual game files specific to a console, and hence not hackable through hex editing. Instead, I'll bet that the information about which games you own is stored on the Wii itself.
That is probably why you have to send your Wii in to Nintendo to get repaired if you have a WiiConnect 24 error:
