2.8x Why the need to use dump psar?

Anyone know why its neccesary rather than having it already dumped and working on any PSP? Only thing I can think of is, 2.8x has firmware for specific regions where as older firmware worked for all regions.

Has anyone used my 2.82 installer that is not in the US and got it to work? Cos the 2.82 DataPsar I included is from the US eboot.
