I personally found this to work well, not as well as a 450mb drop in size, but I've trimmed ~200mb of each game.

use PSXur-v2 works great got Tekken 3 down 33 mb no music or movies but who cares...

I think that anyone who claims to have gotten this to have worked is lying. First of all, none of the people who supposedly have gotten this to work have posted actual step-by-step directions detailing the specific game or process they used to make this work. Second of all, I have tried this countless times using the directions specified, and received multiple "reduced" yet non-playable eboots. This method is either bogus, or someone needs to step up and produce some clear-cut non-refutable directions and/or evidence that this method actually works.
