MapThis uses sets of 256x256pixel png/jpeg tile images drawn in what I call "google projection".
There is information about google format on mapki.com.
I am no familiar with OZF2 but if you somehow can convert it to the same projection, then to image and then cut it in to map tiles - then it is possible... although it does not sound very realistic...
PS: 3.03 usbgps.prx did not work for me for some reason... but I recall that someone had success with 3.02 one...
That's because the Holux uses the SiRF III chipset. That stomps all over sensitivity of earlier gen receivers. I'm not sure what the PSP-290 uses.. I tried searching for the specs but nobody seems to say. So I'm guessing it's not SiRF III.The unit that I got from Play Asia seems to have a pretty bad sensitivity (compared to holux gpslim236). It would take ~5 minutes to get the first fix and frequently drop the connection. My holux receiver would connect withing 45 seconds and never drop the fix under the same conditions, scoring much better precision too.

1) add speech : in open format so everyone can add their own speech files in desired language
2) add an algoritm that calculates best trip (ie the salesman problem alghoritm )
3) vettorial maps so zoom is possible

I can attest to the crappiness of the official PSP GPS accessory. Don't bother replacing yours. Today I tried out MapThis using the usbgps.prx from Maplus and the usbacc.prx from 2.71, as you suggested. My results were similar to yours: taking several minutes to get a fix, and constantly dropping the signal. I never got above 3 bars, despite mostly clear skies today in my area.
A few notes that you may or may not be interested in:
-Apparently firmware 3.02 offers an improvement in the GPS signal quality; numerous users in Japan have suggested upgrades to firmware 3.02 for those having connectivity issues with Maplus (which ships with 3.01). I originally tried running the software with usbacc.prx from 2.71 and the usbgps.prx from 3.02, but for whatever reason I had no luck. I think there's a small filesize difference between the Maplus usbgps.prx and the 3.02 usbgps.prx.
-Probably related to my sorry connection, but the refresh of the display does seem quite delayed (at least in head up mode). Around 3-4 seconds in most situations.

Does this new version only work if you have Sony GPS device? ... I don't seem to be able to use it as a mapviewer (like I can with an ealier release)
But the earlier release doesn't seem to want to show the "blue line" when I try to make a Driving map.
What about "geodata.dat" files ... how are those different from the "GPSFS" file? I downloaded "CALIgeodata.dat" in the hopes that it would be maps of CA ... but no clue what to do with it now :-(
