When i hold down R and turn on the PSP nothing happens it just goes onto the regular menu .is there another way to access the recovery menu i am running on 3.40

i was wondering. since my psp is missing folders in system setings and rss and few more would recovery fix this stupid problem i brought to myslef?

ok i did everything... it just wont go to a recovery screen
im trying to recover from 3.30... what will happen if i brick and then try to recover?
like if i brick it is it a permanent useless thing?
