hi im new here and not 2 sure how to home brew
i was stupid 2 upgrade to 3.11 and want to downgrade.. is it possible?? and this decrypted 3.11 what is this ?? whats it do

There isn't a downgrader for official firmware version 3.11 yet. An exploit is yet to be discovered to make that happen anytime.

As for the dycrypted firmware bit, it just means that the files were extracted from the updater using a PSAR dumper and decrypted under 1.50 or custom firmware conditions. The encrypted form (I think) would normally used with Device Hook, a program that emulates PSP firmware. Other than that, not used for many other purposes (if not at all).
