yet another popstation help request

mesosade here. i've been researching into popstation and i've learned that the earlier required files key.bin and base.bin are no longer needed to play on psp 3.03 -oec or higer

but what is the converter to convert to psp format? the one i used said i needeed keys.bin and base.bin which aren't required for the psp OR IS IT required for the converter no matter what?
