Like I've said a few times before the standard DVD's for Jap machines is region 2 like Europe but the BlueRay DVD's are region 1 like America, (DVD movie regions are locked). So if you bought a jap PS3 and wanted to watch HD movies you would have to buy jap or yank BlueRay discs.
As for changing the language I don't know.
