If you have the official firmware 3.11, you cannot use the 3.11 PSAR dumper or any homebrew applications as they are blocked from running due to their unsigned code. They can only be executed in Dark_Alex's custom firmwares or version 1.50.
Ive had a psp for awhile now but just recently getting more into homebrew and psp hacking. I was wondering if anyone could tell me how i can access kernal mode. I have a 3.11 firmware and im looking to use the new 3.11 firmware dumper but am having some issues. any help please ?

By official.. you mean using the network update?
When i got my psp it was a 2.60, and i upgraded to a 2.81(requirements for some umd games i had) when i heard about the 3.11 decrypter i just used the network update get my psp to 3.11..was that a bad idea?
What he means is 3.11 runs no homebrew. So i wouldnt update any futher

No, it doesnt.
The highest firmware possible to downgrade at the moment is 3.03.

The PSAR dumper simply extracts the firmware files that are packaged inside the DATA.PSAR file.
